I opened the shutter for 13 seconds.  At second 11 I triggered the flash manually from camera right at 1/32 power and tried my best to aim it at Britnie.  So I was able to light her and keep her from being fuzzy, but also get the effect in the background of 13 seconds worth of cars going by.
